The overall coordination and budgetary responsibility for the Programme is vested in the Ministry of Agriculture, Livestock and Fisheries (MoALF). The MoALF Transformation Initiative (MoALF TI) and the MoALF Inter-governmental Support Units provide support towards Sector wide coordination and joint programming.
The Programme Steering Committee is the governing body of the programme. It is chaired by the Principal Secretary in the Ministry of Agriculture, Livestock and Fisheries and is composed of representatives from the sector ministries and the private sector. Its main function is to provide overall policy guidance and oversight through approval of Programme implementation frameworks, regularly monitor progress and financial reports; follow up monitoring and evaluation activities; and guidance on the use of programme resources.
The NPS is responsible for the overall management of the programme. Its mandate includes planning, budgeting, collaborations, coordination and monitoring and evaluation of the programme activities. The NPS is headed by the ASDSP Programme Coordinator (PC) who reports to and acts as secretary for the ASDSP Steering Committee.
The NPS Coordinator is assisted by a group of technical specialists sourced from the sector ministries and agencies. They facilitate and coordinate the programme activities and act as coordinators of technical and thematic networks to strengthen horizontal and vertical linkages within the ASDSP implementation structure in general, and as a means to support horizontal and vertical value chain linkages. They are also responsible for internal programme management, quality assurance and technical advice pertaining to their respective technical fields. The NPS is supported by a long-term Programme Advisor and a pool of short-term advisors in specialized fields.
